On the afternoon of August 10, a signing ceremony was held in Yuelu Hall, Modern Huatian Hotel in Changsha. It represents the industry’s self-regulatory response following the implementation of the Work Plan on Rectifying Irregularities in Formaldehyde Treatment and Testing of Indoor Air issued by the State Administration for Market Regulation and the Ministry of Housing and Urban-Rural Development (Document No. Guo Shi Jian Ce [2026] 79). For the first time, institutional solutions have been offered to address homeowners’ core concern: can we safely move in after renovation?
What used to be inspected upon home renovation acceptance? Flat tiles and tightly fitted cabinets. Indoor air quality was usually brushed aside with a simple remark: "We use eco-friendly materials."
However, homeowners often find out after moving in: reduced odour does not equal qualified air quality; an appealing test report does not guarantee independent and credible results. Malpractices such as testing agencies being affiliated with treatment providers and guaranteed pass results have made indoor air quality one of the most opaque areas in home renovation consumption.
Document No. 79 targets exactly these pain points: falsified test reports, bundled testing services and misleading marketing. Hunan has taken swift action. Back on March 15 this year, Luxikangju (Hangzhou) unveiled its "Verifiable Effect" strategy. On June 24, the day Document No.79 was issued, industry associations in Hunan launched an open selection process for third-party testing institutions. By August 10, the mechanism was formally rolled out on a large scale, with the first batch of 10 home renovation and furnishing enterprises and 12 third-party testing institutions signing on.
Centered on the principle of "verifiable effects", the mechanism sets four control points covering the entire lifecycle of testing institutions from admission to exit:
Admission Threshold: Testing institutions with equity, staffing or business ties to renovation and treatment companies are excluded from the recommended list, cutting conflicts of interest at the source.
Commitment Requirement: Admitted institutions sign unified public service commitments to conduct sampling and testing in compliance with standards and prohibit data tampering and forgery.
Independent Selection: Consumers are free to choose testing institutions. Signatory enterprises are banned from designating, interfering with or influencing consumers’ choices.
Exit Mechanism: Associations conduct annual reviews and dynamic management. Institutions confirmed to have issued false reports will be removed from the list and publicly notified.
In short: air treatment and air testing are fully separated, with no overlapping interests or power.
A sound mechanism alone is insufficient. What homeowners care most about is the remedy for substandard air quality.
The mechanism stipulates that the national standard test results issued by the consumer’s chosen third-party institution serve as the sole judging criterion. If re-testing still fails to meet standards, the compensation procedure shall commence within 5 working days, and the full treatment fee shall be doubled and refunded within 15 working days. Signatory enterprises are required to set aside special risk reserves equivalent to 5%–8% of each service income under dedicated account management.
This is no marketing gimmick. At the ceremony, the Hunan Consumer Council clarified three consumer protection priorities: safeguarding the independence of testing bodies, standardizing contract terms and streamlining dispute resolution. For homeowners, this means: "I have the final say on whether the indoor air in my home is qualified, backed by objective evidence."
One often overlooked fact needs to be highlighted:
The "Healthy Air Handover" system ensures verifiable compliance at the time of handover. Yet residents keep breathing continuously after moving in. Germs are brought in by people coming and going; newly added furniture releases pollutants gradually; pollen and dust mites spread with seasonal changes; dust accumulates in central air conditioning ducts. These long-term risks cannot be fully addressed by one-off air treatment.
In other words, renovation companies can guarantee qualified air quality upon handover with verifiable evidence. Sustained clean air after occupancy requires another permanent line of defence.
